During the bilateral government negotiations between the Islamic Republic of Pakistan and the Federal Republic of Germany; a grant amount of Euro 10 Million is committed for the Phase I of the project and another 12.5 Million is contingent upon the bilateral negotiations between the two countries for the “Development of Hydropower and Renewable Energy (HRE) project in Khyber Pakhtunkhwa” province.

Pakistan Poverty Alleviation Fund is the implementing agency for the development project. The project activities will be carried out in ten selected districts of Khyber Pakhtunkhwa province through indigenous and specialized partner organizations including; the Aga Khan Rural Support Program (AKRSP), the National Rural Support Program (NRSP), the Sarhad Rural Support Program (SRSP), the Community Motivation & Development Organization (CMDO), Maximizing Growth and Providing Opportunity (MGPO) and the Social Action Bureau for Assistance in Welfare & Organizational Networking (SABAWON). PPAF will be working in close cooperation with the provincial government of Khyber-Pakhtunkhwa, local communities and other project stake holders.

The social mobilization and revitalization of community institution activities for the phase-I components of the project has started after the selection of potential districts and partner organizations. As per PPAF modus operandi, the local communities are empowered to participate actively during the implementation of project activities and most importantly the operation and maintenance of the built facilities is the core responsibility of the beneficiary community. Hence these activities were necessary to socially mobilize and capacitate the local community organizations before the launch of the project activities on the ground.

The overall objective of the Program is to contribute to the improvement of the general living conditions and quality of life of the poor in Khyber Pakhtunkhwa. The specific Program objectives are:

- Increased access to energy for off grid, rural communities in Khyber Pakhtunkhwa province.

- Reduction in the use of fuel wood, kerosene and diesel as a source of energy for the rural communities.

- Increased employment and income opportunities, especially for the poor, through the promotion of productive usage of the energy.

- Strengthening of the local civil society organizations and enhanced participation of the population in the decision making at the local level.
